Luis is a Florida Board Certified Specialist in Civil Trial Litigation. Born and raised in Brooklyn, N.Y., He received his undergraduate degree from the State University of NY at Geneseo, receiving Graduate of the Year recognition. He then attended Law School at Syracuse University, earning his Juris Doctor with high honors in 1979. While a student at both universities, He received recognition awards for his scholastic achievements and community service. Luis served as the police legal adviser for the City of Tampa Police Department, and has been the lead trial attorney for several major insurance companies. He has tried numerous cases on both the state and federal levels throughout Florida. Luis has several reported decisions from Florida Appellate Courts and the Florida Supreme Court. Since 2002, He has concentrated his efforts exclusively for clients that have been injured by the negligence of others.

Luis has been featured as a lecturer in Tort Litigation and Ethics by several professional organizations, and has also been published in several legal periodicals. He is a former vice president of the Puerto Rican Bar Association of Florida and a past officer of the Hispanic Bar Association of Central Florida. Luis has served on the Florida Bar Continuing Education Committee. He currently serves as a director of the Tampa Bay Trial Lawyers Association.

Luis resides in Tampa and is active in various civic and religious organizations. He is a member of the Florida Bar, The Florida Justice Association, and The Tampa Bay Trial Lawyers Association. Luis is admitted to practice in all Florida State Courts, the Federal Middle District Court of Florida, the Federal Northern District Court of Florida, the Federal Southern District Court of Florida, the 11th Circuit Court of Appeals and the United States Supreme Court.
